Seattle Public Utilities (SPU) is launching a new RainCity Partnerships Program to fund community-identified green stormwater infrastructure (GSI) improvements. The innovative program was developed to encourage robust community-based outcomes through the installation of performance-based green stormwater infrastructure (GSI) and riparian restoration to meet water quality, climate resilience, and racial and social equity objectives. The program’s phased rollout allows the SPU to evaluate the potential benefits gained through an emerging community-based public-private partnership (CBP3) project delivery method. CBP3s can help ensure SPU’s capital investments in stormwater management and water quality deliver excellent drainage and wastewater system value to ratepayers, as well as other community benefits.

Lotus led the overall program development – including conducting interdepartmental collaboration workshops with SPU staff; defining water quality and community benefit performance criteria, cost structure, and eligible geographic areas; subsequent preparation of the public solicitation; and will continue to support SPU on the launch and implementation of the program. The RainCity program is poised to deliver stormwater and water quality benefits as well as rigorous economic and social benefit outcomes for Seattle’s disadvantaged communities, with a focus on local hiring, professional mentorship, and community-driven project goals.
